With reference to my despatch No .316 of the 11th of September, I have the honour to inform you that on the departure of 2nd Lieutenant R. B. Hatfield, Extra Aide-de-Corp and Private Secretary, I appointed Ir. E. R. Hallifar, Secretary for Chinese Affairs to act as my Frivate Secretary.

I replaced Lieutenant G. H. Alison, ide-de-Comp, with Lieutenant H. G. Bagnall, R.C.A., who performed in addition his military duties and on his unexpectedly leaving the Colony on the 14th of November I appointed Mr. R. 0. Hutchison, Superintendent of Imports and Exports, who holds a Commission in the Honkong Volunteer Corps to take his place in addition to doing the work of his substantive post.

Mr. Hallifax has now one on leave to England and I have had no option but to take another Cadet Officer in Ir. G. R. Sayer to act as Private Secretary. Ir. Sayer is still a Passed Cadet and his appointment therefore infringes the ruling contained in the 7th paragraph of your despatch No.173 of the 15th of June, 1911, but as no suitable senior Cadet Officer is available for the appointment I trust that in this instance you will waive your object- ion having regard to the difficulty in which I am placed.

I would have appointed Hr. 3. E. C. Ross, who will act

for r. dallifax, were it not for the fact that being unfamiliar with
